Spouse IELTS points for FSW and CRS

Hi
1 if my husband (dependent) gives IELTS but not apply with me as secondary applicant, will his IELTS points add in my FSW points.
2 As he is in Govt service in India, can he apply with me as secondary applicant, He can't get NOC from his office, his service ending in 2021
