It depends on the VO and if the person can get in Canada. Like it was said, your wife must be in Canada for Inland. So focus on that first.

CIC asks to use Outland whenever possible but in your case, you're are correct. 19 months is really long.

Here is what I suggest: Try for a TRV. They are somewhat hard to get and going to be even harder with 3 Canadian citizens in the family. The VO will probably suspect her intent is to remain in Canada, not temporarily visit (which is true in this case). You will need to submit a very strong case for a TRV, including a very strong reason she will be going to Canada. (Do you have family in Canada?) Her application should include sufficient funds for the travel (at least 2k CAD per month for herself), any titles to property in her name (think house), businesses in her name, letters from a job saying she is expected to return at X date. It might even be best for her to leave you and/or the children in Lebanon to strength her ties to Lebanon - but you'll need a pausible explanation to why. If it doesn't make sense, the VO will be suspicious.

If she gets approved, I would have the Inland PR application ready when you come to Canada.... Forward it to yourself in the mail. (If she's caught with it at the border, the IO will probably refuse her.) Mail it as soon as you get to Canada. Make sure to include the Open Work Permit application and pay the fee for that. Even if she doesn't want to work, it will give her legal status and allow her to remain legally in Canada until a decision is made/she lands as a PR.

If she cannot get a TRV, Outland is her only option. The good news is since you're a citizen, you can remain with her in Lebanon until she gets the PR. Citizens aren't required to be in Canada to sponsor (like PRs are).

About the 19 months - keep in mind 19 months really means it takes 19 months for the VO to process 80% of applications. Some are done faster and some are done in more time (usually those that require interviews). If you can put together a good application with sufficient proof of your genuine relationship (and trust me, kids alone aren't proof enough) you will probably be done faster than 19 months - but no one can say for sure.

Anyway, try for the TRV. You may want to research TRV refusals on the forum or join the Lebanon/Beirut VO thread and ask them for advice. (I gave general advice, but each VO is different and I don't know much about Beirut.) Once you have the TRV approved/denied, then you can figure out the next step.
 
hi my dear friends i'm new to this thread. my sis-in-law's husband is applying a sponsorship for his mother. theres a very bad person has charged a lot of money from them only for filling the application. but all were messed up. now i'm helping them to refill & gather documents. so be kind enough to help me to find out what documents be needed to apply with his mother's application. we have only about 8 days more to send the completed application to the immigration. I want them to make a completed & strong, correct application kit & send to the immigration without delaying.
and also plzzz tell how long it'll take to be processed & done as the visa office is Sri Lanka.
the Police Clearance will be expired in June 17th. do i have to apply for a new PCC? or better to wait till they request another PCC?
Plzzzzz help us & most appreciable if anybody can help & reply ASAP.

Hi guys

I have just phoned the ACRO/ACPO (UK police certificate application body) customer services line and spoke to a very helpful lady who clarified why they ask for any arrests/warnings/reprimands/cautions, and so many other questions on the application that people might feel they should already know.

It is for security. It is another layer of them asking you to prove who you are.

I said I did not know many details and I was told to put as much information as I am aware of, rough dates or even just the year or range, the crime or known details of the crime, the outcome, and where the crime was committed and arrested/stopped for.

The fact some body recently said they were emailed by ACRO asking "are you sure you've never been arrested" is them basically asking for you to reaffirm that you are who you say you are, and in that particular case I have a feeling they were arrested for something, probably minor and a long time ago...all the other personal details match up except for the offences/arrests/cautions info
 
I know someone who is preparing to sponsor his wife from Dominican Republic. He visited her there about five times before they got married just a few months ago, and I believe he has lots of documentation proving the relationship is genuine. Will the fact that she has never visited him in Canada during the 2-3 years they've known each other be a problem? It's simply a case of it being less hassle for him to travel there due to finances; also he doesn't need a visa, whereas she would need a visa to visit Canada. Will CIC expect to see evidence that she has at least tried to get a visa, even if it was refused? Also, would it be worth her while to apply for a visa now, before the sponsorship and PR application are submitted? I guess this would be an example of 'dual intent', but I read that officers can't refuse a visa just because they have also submitted a permanent residence application. Thanks in advance for any help.

It doesn't matter who visits who. My wife has never been to Canada. I have been to the Philippines only 3 times in the 4 years we have known each other. CIC will recognize the greater the distance apart the greater the difficulty there is in being physically close more often than not.

So long as they have chat logs, emails, texts, phone calls and letter mail correspondence to prove their relationship is ongoing then that is sufficient.

She can certainly apply for a TRV but in general CIC often refuses such applications. If they do refuse her a TRV, you could certainly request a temporary resident permit (TRP) to overcome their finding of inadmissibility (an additional $200 fee and you have to explain why they should grant this discretionary permit). There is a section in OP 20 "Temporary Resident Permits" that covers this case - Section 5.20 "Early Admission". But TRPs can require 6+ months to process, by which time they may actually have completed processing of her file.

TRV = "temporary resident visa" (which means visitor, including tourist)
VO = "Visa Office" or sometimes "Visa Officer"
