US citizen sponsorship

we are not married yet, my partner is US citizen, can someone please tell me, whats the best way to sponsor him? inland or outland,

I am thinking to get my partner here in Canada as my partner can stay without visa for 6 months in Canada, and before 6 months my partner will return to USA and then I can go visit my partner for few months or so

are those time spent together will count towards common law? or I must marry my partner?

I am confused whats the best approach so we can be together as much as we can and get the spouse visa application going as well,

Common law is living together continuously for 12 months. If not common law then get married.
