I am thinking that credential assessment is mandatory because the point mentioned in the application guide

how will SNIP know that that the graduation is equivalent to Canadian education system with out credential assessment. I may be wrong. Can some one highlight on this point.

Education/Training Credentials:
You must have completed a minimum of one year of post-secondary education or training, which is comparable to the Canadian education system that has resulted in a degree, diploma, certificate, or a certificate equivalent to a trade certificate.

Third- Work experience confirmation.

Letters from CIC. Spouse Background declaration. Settlemend funds. And just recently In canada relatives (did not send any as my relatives reside in another provinces) and I think this should be the reason for refusal as they thought I would not stay in Sask.

They did not request it. Transcript of records from my University only.

Hi Sookie, so sorry for your denial. I am still thinking why you were denied because overall IELTS of 7 will be comparable to above CLB 7 (IELTS 6 in all test areas), which is 18 point out of 20 and good enough to make you scale through. I think the problem will be from your work experience, maybe they considered your work experience after your second Bachelors degree. They do not count work experience prior to Bachelors degree. Even they used the first Bachelors degree, which you finished at the age of 20 and you are currently 29 years (9 years difference) on Masters degree, they won't count that your masters degree as part of work experience. Contact them for clarification and amendment anyway. I wish you all the very best

Thanks for your kind clarification and assistance on this. Still 15 points are awarded regardless if you have 5 or 10 years experience. You could check for yourself in the Skilled worker criteria button within your online application. Wrote to them an ago and waiting for clarification.
 
You should get your ECA ASAP. It'll most likely be required when we have to send the federal app to CIC.
Even though SINP does not ask for it, I've sent mine, including copies of my diploma and transcripts, as well as all translations.

Surprisingly as per the CIC checklist for PNP application, CIC is not even asking for Education documents :o

but i fully support your idea of getting a credential evaluation done in advance, who knows in future they might ask for or they might change the checklist but as far as SINP approval is concerned it's not required.

Bummer! The inner working's of CIC is a box full of mysteries!

CIC doesn't even require proof of funds for the federal part of the provincial nominee program!

No, you are not getting it right. The total is 15 points depending on your experience. Maximum of 10 points for your Work Experience from the most recent FIVE years prior to application and maximum of 5 points for your work experience from 6 to 10 years prior to application i.e. a 8 years experience person prior to application will have 10 point for the most recent 5years and 3 point for remaining 3 years (falls under 6 to years prior to application), summing up to 13 point for work experience part. Other members can prove this explanation wrong. I hope they reconsider their decision.

That's something you could request from your college from where you did you degree or diploma, it's different from your Degree certificate or your marks-sheet, it's something you get only when you request.
Check your college's website for more info ! !
