No, in SINP, only main applicant could get point and nothing for spouse but when you have a pass mark then why you want to get more points?!
About processing time it isn't a clear thing my friend. It is possible you can get your nomination within 6 months and it is also possible it takes over a year.

What will happen if I apply for SINP 2015 and after that apply for EE 2015 ?
Does it threaten my application if I apply for PNP programs and EE in the same time?
Please clarify.

All,

As you guys know that SINP has increased the amount of settlement funds for their 2015 programme. Therefore I just added additional amount to meet their threshold requirement. However, the threshold amount is not retained for 3 months as per their standard requirement. Does it make any negative impact on my application as SINP only announced their new policy with higher funds on 19 Dec 2014 .

Both EE and PNP programs are different and separated systems. You can apply in both systems and there won't be any limitation.
In your link it didn't mention you can't apply both systems concurrently!

No, 60 is minimum. But are you sure your points reach 59?

Please pay attention to the colored words:

There are two ways to do this. A person can:

1.apply to the PNP first, get a nomination and then fill out an Express Entry profile; or
2.fill out the Express Entry profile first. Provinces and territories can then search the Express Entry pool and ask a candidate to apply for their PNP. When the candidate gets a nomination certificate, they will update their Express Entry profile.
