If we receive SINP Nomination (International Skilled Worker: Occupation In-Demand), can we apply for temporary work permit while we wait for Federal Process?

Anyway, answering your Q
Temporary work permit is a different thing and it does not have any connection with SINP OID. You can apply for that anytime if you get any job offer. If LMIA is required for that job, you must get one from the company offering you job.

Received ITA on 8th September.
I received around 4700 CAD on the day of ITA (8th September "day" in India, 7th September "Night" in Canada), So technically before ITA. SINP will consider it as a proof of funds as these are not arranged funds. I received it from my employer as incentive of previous financial year (April 2020 to March 2021). Do they consider? and in case my application got rejected, Can I reapply with same proof of funds as This amount will be 3 months old at that point of time.

Your PoF should be at least 4 months old on the day you submitted your application, and it should remain (can go up, but not down) till the day you get your nomination.
 
On my nomination letter, it says that: "We are pleased to advise your application under the Saskatchewan Immigrant Nominee Program (SINP) has been approved. Please note this nomination is not valid for Immigration, Refugees and Citizenship Canada’s (IRCC) Express Entry system."

My questions are: (1) what would be my next step for completing my pr application? should I apply for the paper-based application? or can I apply online?
(2) does it mean that I can not apply online through express entry to claim 600 points?
(3) on the IRCC website it says that you should apply paper-based: https://www.canada.ca/en/immigratio...migrate-canada/provincial-nominees/works.html

I am confused, could I apply online for pr through nomination? or should I follow the old paper-based process? would that be risky to apply online? considering that my nomination letter says that I should apply via mail.
 
I which category did you applied to SINP? EE or OID? If OID, then your application is paper based as per earlier rule but recently ircc has made online portal for paper based application as well. Wait for others to comment as well.

Yes, you are right, it is paper-based, but there is a new option that you can apply online. Do you think it is risky to submit using the new online version? I am not sure if it is reliable. Do you think I mail my papers instead?

I wonder where can I find the document list for the paper-based application?
