Yes I believe 2026 applicants will be included according to this:

IRCC currently states that it is processing
up to 115,000 extra PR applications from protected persons in Canada, outside Quebec, in 2026 and 2027, and says applications will be
automatically considered under the initiative based on available space. It does not state on that page that applicants must have applied by August 15, 2025.
