When you say your previous occupation, is it within the last 5 years? If yes, then you can. It doesn't have to be your current NOC.
However, the NOC has to match your primary NOC in EE profile
 
I submitted my application adding all supporting documents. Now it says application received. However, I can't see the attachments for work history, education, spouse birth certificate, spouse passport and spouse marriage certificate.

Does any one see these documents after submission?

I was a SINP applicant of June intake. That time it was same. After submitting applications, some attached documents were not shown in the applications packaged. I think SINP system works like this, not need to be worried.

And how soon I can expect a confirmation email from sinp saying application received, however in the portal it's saying so.

Looking through your timeline spreadsheet, it shows the application process of people with applications that have Noc 4163 are either on "Application received" or "In process' many of which have been like that since the June intake. Does it mean that even though the job is in demand they still give priority to some particular jobs?

I put the answer "no" to the question: Have you applied to SINP or federal immigration before?
I forgot that I have sent my file earlier to CIC and was returned due to cap reached !
Any advice ?

Well, we don't know exactly how SINP processes/prioritizes the applications. They might have some NOC's they prioritize, but the trends definitely show that they treat some first (we don't know the reason).
If your NOC is on the list and you're interested, I'd say go ahead and apply

If that's the case you might qualify as the requirement is at least 1 year of work in NOC 0,A or B. For the points you wont get maximum points for work experience because you will only claim 2 out of the last 5 years yo worked.

In addition to that, the NOC will have to match what's in your EE profile.
having said that though, you should seriously consider merging the two roles within the same company into 1 NOC. Here's what I mean.
Your job title has changed, but has you duties really changed that much? Do you still do part of your roles before you were promoted?
Your job title can change without your duties really changing - this happens alot (at least in my part of the world).
Otherwise - you are probably best sticking with 0601 as you have more years with that.
