Requirements on website. First step is from site is “Have an SINP-approved offer for a permanent, full-time job in Saskatchewan. You will need a valid SINP Job Approval Letter from your employer to show proof.”
How is he obtaining a work permit? Does he have a job offer letter approved by SINP to apply? He will need that. Read the requirements.
He is Iranians and government set a new rule for Iranians that they can change their visitor visa to 3 years open work permit. Now we are looking for a pathway to ensure he can get his PR within this 3 years. Now with SNIP, is my understanding correct that he has to get that before starting the job to ensure he can then apply for the PR? Is there a place to find restaurant job that they are willing to do that?
So he is in Canada and living in Saskatchewan. Here are the requirements in the link. SINP job offer approval shows that employer cannot hire anyone in the province so always best to get it first.

It seems like an easier and straightforward, no draw, nothing, you have your right document in place (SNIP letter on a qualified job) and get your 6 months experience , then you are good to go. is there any hidden catch? Do you also have any recommendation in terms of landing a job with SNIP in hotel front desk or food server role?
Can’t help you with job search. No path is easy. Since in Saskatchewan then start applying or going in person. You need to find an employer willing to go through the process. Take ECA and IELTS. Processing will take years.
Thanks for quick response. for non express entry online says it is taking 20 months.... some people online on non express entry a saying they got it less than that. Is this path different from non-express process? How long will it take?
That is federal processing and you have to look up SINP processing which is first. It is non express entry.
