The job duties are an essentail element of the Letter of Employment. Did you include a letter of explanation for not being able to provide all the required information? And provide proof (e.g. email indicating your company will not provide the letter). NO

There are other colleagues who have received PR with the same experience letter and application package combination. Now one of them suggested I haven't included a specific cover letter. Is that the only thing I am missing here?

A cover letter is not required per se, but if you omit a required document from the application, a written explanation is required.

You can try to appeal by sending an email, with either the required documentation, or the explanation, but the VO is not required to accept it. The burden has always been on the applicant to submit a complete and accurate application the first time, that is all the VO is required to evaluate. But sometimes, you can get lucky.

so the rejection letter comes with the AOR well i guess your application was one of those randomly selected for the pilot project to go under eligibility
review at the CIO-sydney and unfortunately your supporting documents did not satisfy the immigration officer hence you got rejected.
i will suggest you apply for GCMS notes asap to find out exactly what happened with your file,correct the mistakes and reapply before the CAP is reached.

Hi Sorry for confusing you - I received AOR 2 weeks back and the rejection now.
Will send the docs again along with a cover letter and printout of the email from my manager that this is the ONLY reference letter my company can issue - do you think it will be a good approach?

you can always try that but there is no guarantee i guess,its up to the visa officer to determine if you pass or fail the eligibility based on work experience and language given the provided documents in your file.
try hard with your employer,not necessarily HR manager but direct manager or supervisor to give you a reference letter as per CIC's requirements.

Sorry to hear the news.

In my case, I had filled the wrong NOC code in my application package as 2173 where as my work permit says it as 2174. However my duties and the experience letter I got from my company matches 2173. I am worried now. What was your NOC code based on Work permit and what was the NOC code that you had filled?

Sorry about your rejection. I was rejected for the exact same reason in May 2013 and after sending several emails to CEC they refused to open my file and asked me to reapply.One of the companies I worked for did not give experience letters and after pleading and begging with them for months they finally gave me one in August and I had to reapply in September.If you wish to appeal you may need to do it within 15 days of receipt of your rejection and you are most likely not to succeed.I would suggest reapplying and either trying to obtain a new letter from your employer or explain in a cover letter.Remember the CEC is based on pass/fail and they are very stringent on these rules as the main document reviewed is the employers letter.Good luck!

My case is that Experience letter is already there and that is according to the company format and that doesn't include the roles and responsibilities. I added the work petition and that's where the roles and responsibilities are there. Seems they completely overlooked the supporting documents due to the lack of Cover Letter - which seems to be trivial to me.

It doesn't necessarily indicate that you PERFORMED those duties. The officer needs a proof that you HAVE ALREADY DONE duties matching the NOC code. You should definitely do your best to get a letter from your supervisor outlining the duties that you have performed. Otherwise, you may get rejection again. Good luck!

The reference letter was dated September 10th and I completed a year on September 3rd.

What still surprises me is that my colleagues managed to get PR with the same reference letter - is CIC more strict with reference letter at present? Or its all a cover letter which made the difference?

did you know if they have included any other supporting documents maybe that you don't have?

yes reference letter is a big deal to the visa officers and its the CORE to cec applications without it the chances of getting approved are less then 5% unfortunatley.
just an advise for you,anytime you do not have a document that is required by CIC include a cover letter and explain why,otherwise the officer will assume that you just did not include it for any other reason that is not clear to them.
