Hi Everyone
I need help

I have a friend, she is Brazilian but currently she is permanent resident in Germany. She was married for 14 years with a German guy and separated because he stabbed her She even denounced the police and it was nothing and her ex-husband continues to threaten her death. She cannot go back to Brazil because her don’t have family or friends to help. Is she able to come to Canada as a refugee and what would she need to do? She is very afraid because any time her ex husband could kill her .

Based on the information provided, your friend has no refugee case. She has permanent residency in Germany and can also easily return to Brazil to live there. The fact she has no family or friends in Brazil isn't relevant. If she does not feel safe in Germany, then returning to Brazil as soon as she can is the best choice.

If she wishes to move to Canada, there are certainly options available - however this would have to be through an economic immigration stream like Express Entry (based on her education, work experience, age, language abilities and funds available to support her settlement in Canada).

Hope thins work out for her.

If she doesn't feel "safe" in Germany, she can move to any of the 27 other member states of the European Union. Or as others mentioned, she can return to Brazil. No chance she would be granted asylum here.

No she cannot. She is not an EU citizen, just a permanent resident. Permanent residents do not have the same freedoms as citizens do. She can only visit other countries but not live there.
