Hi friends. My sister is canadian citizen of canada. She is living in Dubai for more than one year now with her spouse in Dubai. Her husband has 2 kids and divorced from her first wife. They applied as a common law partner since they have been living for more than a year. But living in dubai is now hard for her since she is struggling with finding a job. I have suggested her to come back to canada so meanwhile her work is in progress atleast she can settle herself here find a job and she will atleast stay busy as well. But she told me that its not possible co they applied it from Dubai and if she comes back she has to inform them that she is going back to canada. Is that true? R they not suppose to go anywhere than dubai until there paper work is done? Her husband and kids can go to pakistan to live with his family by the time my sister will be in canada. I really need to know what she can do in this situation plz.
 
Who is "she has to inform them"? She is a Canadian citizen so can return to Canada. She is sponsoring her partner and two kids who he has full custody of.

If anything returning to Canada and finding employment would help her application as long as she has sufficient proof of her relationship. Given that she has not been living in Canada she will have to show that she intends to relocate to Canada after her spouse has secured PR and that she can support her family in Canada without government help. When it comes to the stepchildren a lot of things depend on custody agreement and willingness of the other parent for children to live in Canada. It is also very unusual to apply as common law if married especially coming from UAE where obtaining proof of being common law can be difficult to obtain.
