Family members can apply for a TRV and show funds, ties to home country and travel history. But because a family member has claimed asylum in Canada the chances are very low because they know you will claim once in Canada. You may consider moving to another country for safety and wait for PR. If the family member is still waiting for a positive hearing, it will be years until you get PR.

If you are a protected person you will have a much better chance of getting approval for family members to get TRV if there is proof there is imminent danger. Still difficult and you will likely need to prove that you can support them financially as visitors if they are approved for TRVs, that you’ve applied for PR and they are listed as dependent family members, etc. Agree that trying to enter a neighbouring country is probably your best option.

so what will be the purpose should they say? Pure tourism or family reunion? In both purpose there are pros and cons. They can bear all expenses including atleast one year to survive in a city like Toronto ( just to mention).

Btw I’m not a protected person yet just waiting for hearing. And it’s a unpredictable situation. But if even I get negative decision , there’s no way to go back my home country. 0% chance.

I would pick family reunion. IRCC will know the primary reason is to see family. Might as well be honest about that. I don't think it makes any difference if tourism or family renuion is selected as the reason. The chances of approval will be based on ties to the home country, etc. and chances of approval will be significantly reduced by the fact a family member has claimed refugee status in Canada.
Don't ask for a six month trip in the application. That shows a lack of ties and intent to remain in Canada long term. Ask for a few weeks.
