Yes. As soon as you arrive in Canada, you can claim asylum. All you have to do is tell the first officer you meet at immigration that you would like to claim asylum. They will then take your passport and start the refugee claim process. It can take years to get the status, but your rights will be explained to you by the officer. You don't need to fear anything if you are a real refugee.
However, make sure you're a real refugee.. If you attempt to claim asylum once, the consequences are immediate. You cannot take it back later and go back to being a regular tourist. And this will affect ALL future visa applications to any country.
So if you're a real refugee fleeing some sort of immediate danger - yes, you can ask for help as soon as you land. If you're trying to use this as a way to immigrate for economic reasons (to make more money, get a better job, etc), then you shouldn't use this pathway.
