Well not everyone studies in English, that is why there is IELTS.
In India we have language of instructions: it can either be English or any local language. If language of instruction is English it is very easy for anyone to score a min 6.5 without any preparation course. Either way English as a language is tought in all Schools and it would be as a subject in 10th or/and 12th marksheet that he must have submitted.

What my point is not all occupations need fluency in English. Your cook/chef will survive
his profession even if he doesn't have any english language skills(just an example). So for his profession a score of 5.5 is sufficient as all he need to do is fabricate structures based on engineering drawings(and engineering drawings reading is something he'll be able to do with his basic language skills). Heck even in India engineering drawings are in english language.

Visa officer not going to be satisfied with any explanation latter unless you should provide him new registration date for ielts test. i have gone through this process and i have got time from him by this way belive me if you don't give me new ielts date he is going to refuse you and any way why your not taking new tast imagin if you take any date for test and you may given time then after three month new selection system is going to be implemented and it's in your fever. good luck

I think it will not be in his favor, because his application will be processed under the rules at the time he applied. Unless he will re- apply under new rules.

He could book the exam date and write the letter and send at the same time.

I don't think you need to take another IELTS (and you don't have time anyways).
Why do you need higher IELTS for fabricating metal? Are you going to give lectures on the subject? Certainly no!
You can explain that your level is adequate for the tasks you will be preforming, BUT you are trying to improve anyway to have better English BEFORE you enter Canada.
 
Can i sent any private spoken english certificate to prove joining of coching class?

yes you can but you should also provide your previous schooling / work experience in english..............

better you get a certificate from that institute that you are going to learn english for "say that amount of period" and that your level of english will be "say good" in 2 months

I am an Indian CA and I have following IELTS score :
L8.0, R6.5, W5.0, S6.5 = Overall 6.5
My total points are 73 (including 5 for canadian relative).

My score is OK? Do i need to reappear for IELTS and get high score. My current status in RBVO.

I believe what he wants to see Is a commitment that you will improve your English, and obviously taking another IELTS will give you the same result or worse because of the stress, what I would do in your position could be sign up for English classes even online(send him the registration forms or any proof of this) and send him a letter(where you put your experience with English in the past and your commitments for the future) where you commit to improve your English by the time you reach there, may be sending him reference of books you are reading (that are in English) related to your job field.

That´s my opinion

Book for another IELTS and get the acknowledgement, book for other online courses and get the acknowledment, make references to English novels or write ups you have read or reading, attach evidence of every formal education you have done in English, attach every evidence of effort you are making to improve on your ability to speak and understand English. Prepare a letter and forward your defence to the VO.

This is your chance.... please do not waste it.

Writing a strong, PERFECTLY scripted letter stating the points made by posters here will be your best bet and if you can get it to them BEFORE the final day it will give you confidence. Certainly explain the date on which you received their communication and the fact that you are able to comply with their request in such a timely manner will be in your favour. Be absolutely sure you do not have spelling or grammatical mistakes and ask someone with good English to proof read it for you. Spell Check has limitations. (For example your subject line uses the word "pour" which is spelt correctly and sounds like POOR the word you meant to use, but it isn't right.) State the facts concisely and end by thanking them for the opportunity to demonstrate your ability.
While I'm not an expert on any of this, I don't see what value a booked IELTS test would be at this stage unless you have been studying hard and know that the marks would be much higher. The fact they gave you 30 days, rather than the usual 45 to provide an IELTS, doesn't sound as if they want to postpone their decision much longer. All the best!
