You can write that in your trade you just require basic english skills to read/interpret drawings and that the machines you use in India too are in English and you have no problem operating them and that you can manage safety requirement needed to work with the basic language skills you have.

No need to give a another IELTS as it is not demanded by CHC. You can say that on landing you and your family plan to take further language classes so that you are able to clear whatever certification you need to do

I am so afraid i did not write IELTS, wrote an explanation, here are comments on my caip notes by visa officer.

what do you think about the comments.

important thing is you must mention and provide evidence that you have studied and worked in english language environment before , proivde your school mark sheets / work experience
 
Btw Noc 7312 is 'heavy equipment mechanic' which is different than fabricator.

What if he has not studied in English Language.

What my point is the occupation he has listed does not require him to interact with lot of people. Se even with an ielts score of 5.5 it will be okay for him. Most of the manuals/instructions come with hell lot of drawings or symbols so it doesn't matter.

You need to draft a response to the visa officer explaining your background knowledge and experience in using the English language. You may share examples from your school/college education etc. You can also explain the level of English language required for your job in terms of your job duties. Further share that you and your family are open to attending English-language classes in order to improve your communication skills.
Basically, you need to convince the visa officer that you will be able to lead a professionally sound life in Canada with your existing language skills.
By the way, is your letter refered to as 'procedural fairness'?

He told me that he thinks it is ok since i also speak French as a second language. just wanted to get your own opinion since we are talking about ielts on this thread.

i did languages in my Ba and in my masters i was recommended to do doctoral in English language.

i just wait and see.

but dear that will be very weak point of him if he hasn't studied in english before. how can he prove later if he hasn't studied in english before??? if that is the case to satisfy visa officer he must need to take test again or book for an english language course in canada

I think they are trying to confirm that your AEO is genuine hence the telephonic interview and IELTS querry.
