is this a soft or strict tone from the officer for refusal ?

Hi all,

I am gathering information to apply for reconsideration on the refusal letter on my children's sponsorship application,

I cant believe the officer is rejecting the application after going through all the requirement and at the final stage to submit passports, which we didnt submit during the 30 days ( requested twice ) due to personal reasons and the medical still valid.

the officer decided to refuse the application for nor providing the required passport to issue the visa.

anyhow, i am trying to analyze his letter, to write a response that answers his evidence of not complying with his/her request.

i didnt understand this paragraph though

does he/she find us admissible but we didnt comply with his request for document .

is that considered a soft refusal opening door to reconsideration once the document is sent.

i will apply anyway, just curious and been reading the letter over and over, and need any second thoughts that can help.

This language is boilerplate and standard in refusal letters. I'm not sure what you mean by a soft refusal.
