If you hold a PGWP I will recommend you to apply for an extension under the policy. About the CSQ you don't need to worry about that.

A person heard from their lawyer that the 2018 applications for QSWP were all made on paper. These papers are in the IRCC office and cannot be accessed by the agents because they are working from home. Many of the applications are being scanned so that agents can evaluate them remotely. This is why things have slowed down.

Sounds credible to me, so I thought I'd share.
That's definitely not the reason for my case (sent at the end of December 2108), as all my documents were scanned and attached to the GCMS notes.
I think stuck old application are such because of the security screening done by other agencies. I read that the waiting time for it can be 9-18 months.
In my case, I travelled a lot and I may have in my list flagged countries.

In my case.. My file is sitting on a desk in the Qsw-meds-not-started stage. Security isn't even started on my file. It was in that stage since the start of November last year

Same for me, since March 2020 (1 year!) I have a "Security: deferred to cleared officer" note on my file

That sentence ins in the NOTES, not in the assessment.
My latest note is
FOSS: No new or adverse information. Requested PCs received and reviewed. No concerns. All required police certificates on file and reviewed. No A36/38 concerns evident. Criminality passed. No additional docs required at this time.

Where is your friend from? Just wondering if the country of origin has anything to do with these delayed 2018 files, I wish they could be more transparent about what is going on. I am from Mexico and will reach 32 months next week. No news for over a year, last update was Dec 2019.
