Its true. My friend applied for CSQ from within Canada in December 15th 2013 and he already got his CSQ. In 8 Months. Also the process took extra 2 months because when they asked for additional documents, it took him 2 months to collect them. So in total CSQ processing took 6 months.
The reduced cap of 6500 applications is paying off
