Western and Queens is definitely not tier 1. Those are for internationally renowned schools. Noone outside of Canada will have generally heard of those universities whereas UofT, UBC and McGill are world renowned. York@Tier 1? You must be joking. Unless you specifically mean their Law or Business school then that is another thing. However, this list is for General rankings. There is a Business specific ranking which I made that differs from the one above. Ivey (Western) is Tier 1 for that.
