I'm not sure what answer you are looking for. Your "friend" misrepresented his presence in Canada TWICE, and is now "so worried". He should absolutely be worried. Hopefully this experience will scare him straight to the point where he won't submit fraudulent documents the next time around.

Leon already told you that the application will likely be withdrawn, so your "friend" should just sit and wait. No one other than CIC will know what the exact status is so unless you or your friend want to call them, you should patiently wait.

Your first post on the thread mentions H&C reasons for the breach of residence. So were these reasons included in the application or not? Was any evidence submitted? The inclusion of such reasons would mean a shortage of days is covered so I'm confused as to your friends rational for withdrawing. You need to provide more detail - how many days did he declare? How many actual days does have? How does this compare to the previous application? Its unusual to miscount days on two separate applications of the same category.

A withdrawal doesn't stop CIC carrying on investigations and going for prosecution. He has been flagged in the system too so his applications will most likely always go via the Local Office.
