Last tracker update for me is on September 15. Waiting for eCOPR since August 28, VO Montreal.

Called ircc today they have no access after portal 1. They told just to wait for officer email.
Last week I email them on P1 email address no reply for that too.

I don't think it's normal. You need to confirm with them.

Also, I have the same timelines as you do.

I received an email that eCOPR is available for download. I asked others that received eCOPR and there is supposed to be 2 pages of the eCOPR. First page is the client copy without the signature and the 2nd page there should be a signature of the immigration officer. I do not have this 2nd page.

Any suggestions what can be done?

No need to worry. Raise the webform to IRCC, attach your passport and eCOPR and explain the situation. They will fix it. Other than that, it seems like your status as PR is confirmed. Congratulations!

Did you call IRCC recently before you got the update? On my application tracker it also shows last updated Oct 2 but in the timeline there is a new note said we received your enquiry on September 29. I actually called them and asked about eCOPR on September 29 so I think this makes sense.
