but many has received RFV / ecopr today from what i have seen and i am not sure

Well, some of the immigrant people do work on weekends and pubic holidays. I received my e-COPR today and the immigration official had a signed date for today suggesting at least he/she was working today lol.

Looks like the wait time has gone up to 20-23 days now from 14-20 days for a portal 2 email.
