Yess, once ecopr is issued they say, you enter Canada before ecopr expires.

This is not correct. a COPR is not a travel document, it says so on the front of the document. To travel you will need a PR visa issued at a foreign visa office. In this case, he declared he was in Canada, so no visa would be issued with the COPR. Hence they can't return on just the COPR, they will need the PRTD which could take up to 8 weeks.

Yess it’s not a travel doc but if you outside Canada then by default you have visitor visa. If you don’t have that then you need to apply for ETA. And yess you are not suppose to lie but as people are waiting for a while for ecopr it’s normal they are going to travel, coz in information email they do ask your current situation. And I just said in general you can travel.
