your friend just need to wait too.. because me i received portal 1 august 2 and portal 2 September 3,, he/she just need to wait atleast 1month.. what i'm saying that were the same is we both have spouse outland and received their RFV already before virtual landing of principal applicant

for VO Montreal , P1 and P2 is 4-6 weeks away clearly unless one is supremely lucky

P1 to P2 with Montreal is usually 4-6 weeks unless you are lucky along the way
If you have a valid TRV you can visit and inform them via Portal email and they will hold your PR Confirmation and allow you to travel back
Update: just got PR card today!!
Here's my timeline:
Portal 1 - Aug 4, replied Aug 5, mentioned I already had an account in the PR Portal (got automatic reply, did not follow up with emails) - (Virtual Landing Unit)
Portal 2 - Aug 11, replied on the same day (photo and address)
eCoPR - Aug 17
IRCC Account Approval - Aug 18 ("We updated your application status" email)
PR card approved and mailed - Aug 29
PR card received - Sep 5

I would suggest you contact IRCC either by calling or through a web form and clarify that you have an outland dependant that needs a passport request letter.
I believe that's better than waiting for them.

Portal 2: received today 06 September
VO: Montreal
Will submit the photo and address today
