If you're a new immigrant landing in Canada; the immigration officer will do it for you and it costs you nothing. You must have paid RPRF (Right of Permanent Residency Fee) and hold CoPR (Confirmation of Permanent Residency) when you land. The CoPR will state what you will need to land (i.e. photos etc.).
