And that is 5.9% decrease from 12,400 to 11,672. I was just looking at CAD to INR and there has been quiet a high fluctuation last year. Just from June'17 to Dec'17 INR has depreciated around 6%. Now I am not sure how CIC takes the exchange rate into factoring - Is that the day of the letter of POF or the day of ITA or the day they are doing the check.

But it appears that It might very well be the case of exchange fluctuation because the amount that his dad withdrew does not tie back here.
This is exactly what happened. It was an FX fluctuation. Again, they cannot check balances directly with your bank.

I went through something similar beginning of the year. They did not consider my petition for reconsidering my application although I was able to prove to them that I had sufficient funds.

The only response I got during both my attempts were to re-apply and get back in the pool.....

I may not be remembering this correctly but at the time of either the EE application or the PR application, there was a question about "how much Canadian dollars would you be bringing ?" and I kinda remember answering 15000 CAD but now my POF is going to state something around the range of 13000 CAD (Single applicant).
Is this an issue worth explaining in the LOE ? or could the declared amount in the application be modified now ? again am not sure where it was though :\

You get an opportunity to change it post ITA, have you got one? If yes you can keep it different from EE profile. Also as long as you are showing above minimum required, they will not penalize you if you dont show what you claimed to bring. You can change it though for peace of mind.

yea, I was just going through my application and I do have the option to change it in the post ITA application and I corrected it to 13000.

got it so I'm guessing I'm good with that change then.

The logic behind POF is that the applicant can have sufficient money to survive in Canada.
Also the question asked is how much would you bring into Canada.
Hence I guess they will use the latest exchange rate, the date they do the check.

My wife just spotted this:
"In your application you have declared an available amount of $12,400 in settlement funds."
"You have submitted evidence for funds in the amount of $11,672"

So either there was a huge fluctuation in exchange rate, or the fund was not enough right in the beginning, not because of your father's withdrawal.
I think the poor dad deserves an apology :)

Here's what happened:

When we fill our cic profile, the cic website asks you how much money you will have to support yourself in Canada or whatever. There I entered the money just above the threshold (I entered 12,400 here), so that even if I have 20,000 , it's at least over 12,400. If i had entered a higher amount here, say for example CAD 14,000, (which is the actual amount I had in my bank, (INR 700,000) ), then the fluctuations would have come into play.

So I entered on the cic portal that I would have at least CAD 12,400 , and in the proof of funds and the bank letter which the bank manager verified, printed and signed on the bank letterhead, said that "This is to certify that Mr Pawan Kapoor with account number XYZ has been holding a savings account since July 1997, etc etc and has a total credit balance of INR 7,01,491"

This amount is approx CAD 14,000.
My father withdraws around CAD 2,350 leaving CAD 11,673 in the bank when the CIC agent checks (in my opinion he does most certainly check and verify from the bank) and I get the rejection.

Sorry! Do you mean Alternate Dispute Resolution? American Depository Receipt?
In my previous response, I had assumed the latter, and since I'm from India, I assumed that the ADR meant something like the bank document from the bank manager.

In PR world, ADR stands for Additional Document Request.
What I meant was, did you get a request from IRCC to submit any documents just before you were rejected?

Oops! No they never asked for any additional documents. It was just a straight up rejection.

19,500 CAD is the half.
