Police certificate for PGP

Hello All! My mom lived over 20 years ago in another country for over 6 months. Will CIC request a PCC from that country? I am asking the question because someone told me that they only go back 10 years. I tried to search online and found the 10 years rule in the Express Entry (which is a different immigration program). I am asking because it will be quite difficult to obtain it from that country as my mom is here with me on a super visa and there is no embassy of that country in Canada.
Also, when CIC requests for PCC, do they give a list of the countries where parents need to get the certificates from ort just a general request?
