hello !

I'm asking for a friend. Rules have changed so I'm not up-to-date on what is the correct way now, and I need help.

She is Married to a Canadian Citizen, and she comes from a country that doesn't require a visa to enter Canada as a tourist.... however she is holding a Temporary Resident Visa (TRV) and has been living in Canada for a year.
She would like to work now, but she doesn't want to apply for PR because maybe they will move aboard next year, and given that PR is a long process it might not even arrive in time.

in the past, ones could have just go flagpoling to obtain an OWP as a Spouse of a Work Permit holder / or PR holder / or Citizen.

but now is not possible anymore. Right?
Is she exempt from this rule somehow? because she holds a TRV?

Can she apply for a SOWP from inland or outland ?
Or she must do the PR application?

As far as I'm aware the only option is PR.

You are confusing rules as it relates to spouses of Canadians vs spouses of foreign workers / international students. It has never been possible for spouses of Canadians to obtain an open work permit without first applying for spousal sponsorship.
