hello !

I'm asking for a friend. Rules have changed so I'm not up-to-date on what is the correct way now, and I need help.

She is Married to a Canadian Citizen, and she comes from a country that doesn't require a visa to enter Canada as a tourist.... however she is holding a Temporary Resident Visa (TRV) and has been living in Canada for a year.
She would like to work now, but she doesn't want to apply for PR because maybe they will move aboard next year, and given that PR is a long process it might not even arrive in time.

in the past, ones could have just go flagpoling to obtain an OWP as a Spouse of a Work Permit holder / or PR holder / or Citizen.

but now is not possible anymore. Right?
Is she exempt from this rule somehow? because she holds a TRV?

Can she apply for a SOWP from inland or outland ?
Or she must do the PR application?

As far as I'm aware the only option is PR.

You are confusing rules as it relates to spouses of Canadians vs spouses of foreign workers / international students. It has never been possible for spouses of Canadians to obtain an open work permit without first applying for spousal sponsorship.

My wife is based in germany and she is a german citizen. We decided she move to canada but i want to apply for her SOWP outside of canada and not inland. How long do you think its going to take for her to get her AOR and SOWP before we start considering her PR

You can't do this. It's not possible. PR application has to come first. Then she needs to be in Canada to apply for the OWP.

If i am applying for my wife to come over. I know the process has to be as a PR being that i am also here as PR.
My question is when i apply for her to come and join me as a PR, i understand i need to get AOR after submission then i will take the AOR to apply for OWP.
So how long does it take to get the AOR and OWP as an outland application?

AOR takes 1-3 months.

Once you have AOR and your wife is physically in Canada, you can apply for the OWP. OWP takes a few more months.
