According to previous statistics, there were no ITA sent to candidates without job offer. Despite PEI has a program for those who don't have a valid job offer.
Maybe this program is for those who has connection to the province

Lets wait and see for the April 19 Draw. Hopefully there will be some positive response for most of us who do not have any job offer from PEI.

It is not necessary to have a job offer, you may try apply online with no cost at all.

However, I've got an email explaination from them, it is first priority for those who live and work there, at this time.

My noc code is 0122 bank manager and my spouce noc is 3131,pharmacist. We both holding 60 points for PEI pnp. Which profession is having better chance for getting ITA ( being primary applicant).

Did they even give a hint on the in demand NOCs in PEI? Let’s wait for the EOI today April 19, hope there will be more chances for those with no job offer like me.
