Passport sent to ottawa 2019 after ppr

I believe it’s not about Canada post because one of my friend called CIC one week ago. The agent told him they would mail his passport back soon, but next day he called again, no one answered. There is no calling service anymore. They do not work at this time.
Approved 18, no passports.
You know I've read couple forums of the last year and even in good times they could extend sending passports back up to month. So today's situation give even more concerns. Its frustrating but at least it is approved...

Passport delivered in Ottawa on March 9th, 2020.
No update/approval till date March 23rd. It has been two weeks.

Yes. They sent some passports on March 17/18th.

i had DM on march 12 and they asked me for a copy of my passport and i sent it the same day, and they received it on Monday 16 of March, I called them on March 17 and they told me that they need 4 days to print the COPR and then another 5 days to send it back to me. (this is the average)
I have read in the website of Inmigration that they are still processing visas, but due to the small number of Staff working there might be a delay.
They have cancelled the Call centre and the only way of contacting them is with Web Form.
