Any idea, what exactly happened from reading these lines & if they are looking to create new file, where do you start?

These things are not supposed to happen when computer systems are used to handle processes (especially the number generation part - UCI number). Perhaps if they allocate UCI numbers based on certain criteria, the staff may have entered the wrong criteria in your case, hence requiring it to be re-generated.

I have seen fingerprints requests coming for some parents (most likely either of them), which is ink based. If they submit finger prints digital (within Canada), CIC gets results in 3-5 days (if no record match). Ink takes minimum 90-120 days + travel time. Regarding fingerprints, they are always submitted to RCMP, never heard of case where they submit somewhere else. I could be wrong.

95% of the time this happens cause name & DOB matches with someone else or they do random request similar to citizenship process.

I see

Also, what is the rule regarding PCC? its valid for 1 year but if you submit it then the validity remains the same or extends as its with them?

Also, who told u 2 weeks for GCMS? its been 40 for me for electronic files

+1 Not related to CIC, but for one govt work, my DOB and gender matched that of an offender, hence had to submit my fingerprints.

CIC's audit section also pulls up x% of files for scrutiny from each category and does a thorough check on documents, where the applicant has to submit all original documents - a friend of mine had to undergo this. It is to ensure that the system works.

On the document request that I received from NewDelhi, it stated the following:
"A new police clearance certificate for time spent in any country for a period of 6 months or more,..., if the prior certificates on file are greater than 12 months old."

So no med request yet, u feel they might have forgotten to ask ?

Hey kandel my status on ecas is decision made on Dec 3rd, passport request was on Dec 5th and passport was received at high commission on Dec 8th
Thanks

Thanks, but in our case both already had UCI # from past (visitor visa app) & included in the additional document forms.

That's highly unlikely. It is now evident that they process files in batches. Once they start clearing the medicals that they have received, perhaps they would start the next batch.

I am not sure 100% but if you submit PCC before it expires, then they don't ask later (mostly).

I talked to someone who processes GCMS requests. He told me clearly 2 weeks (at the moment) if requesting electronic file only. He told me I will get it b4 Christmas.

based on GCMS it says when the request is due internally.

You should ask for full GCMS notes, it will tell if something is missed out.

ATIP ( GCMS ) replied to my query that I requested on Nov 5th, and they are asking UCI now, looks like they never got my request so I fwded the 'sent' email, and requested asap

It happened to me before!
I sent my notes request by email in June (got the auto confirmation right away), then waited till mid August, then emailed them again to inquire about the status of my atip inquiry (forwarded my original email from June). They replied back in 2 days saying that they never received my original request (despite the autoconfirmation)! So after that inquiry they put my request in queue again and it took them a long time to process after that (but this is another story as I asked for visitor visa status info too, as my parents waited for a long time, so they had to make some LVO inquiries). By the time I got their CD, I already had updates in both our case and visitor visa applications :) (so the notes were not really helpful in terms of gettign the status of the applications at the time because they came too late, but it was good to have to see to confirm that they got the PCCs and the fees etc.).

Just emailed another request for notes today, we will see how long it will take them (this one is just focused on the parents' PR application and I asked for electronic files by email, so hopefully will not take as long as last time).
