Have they done biometric? Medical? Although a decent sample size each case is not the same so unless you are comparing parents from the same countries it is tough to compare PGP applications.
No, haven't got request for biometric or medical, because the case has not reached the 'In Process' phase yet.
I co-sponsored my in-laws in 2019 as well. They are from the same country, sponsored by the same couple with identical family income and family size. Their application was received by Ottawa on June 28 2019 and is also being handled by the Mississauga site. It became 'In process' half a year ago, biometrics was requested then and medical was recently requested. See the disparity?

Half a year ago is not a huge difference when you're looking at around 1.5 years to start processing. I would be more concerned if one application had started being processed in 2019 and the other one hadn't started processing. They have taken some steps to prevent extra time and expense like asking for a medical right away which will expire and need to be repeated at least once if not twice.

My application arrived in Ottawa on June 12, 2019. AoR was emailed to me on April 1, 2020. Nothing since then. The case has been sitting at the Mississauga site. I found out from the call center that the case stopped after sponsor's criminology check was done. It has since been labelled as 'inventory case' and no one has touched it till now.

All you listed are fair points. I recognize that immigration is a privilege, not a right. But in relative terms, my case is being handled at a excessively slow pace as compared to peer applications. The spreadsheet in this website shows that only about 10% of the 800+ cases collected here are as slow as mine, and 800+ is a decent sample size to infer from. The frustration stems from such disparity and the total lack of transparency.
I agree with you 100%. My timeline is almost exact same other than my application being received on the 19th. We have not been evaluated as sponsors at all. This is completely unacceptable given that all of the fees have been PAID but yet no service rendered. In what industry would this even be remotely acceptable?

Hi, I called IRCC to check the status of the application. And I heard the system saying "we are processing your background check."
Does it mean the local visa office is doing a background check on us? Or is it just what I should expect to hear before the application is decision-made? (we received the pre-arrival letter, done biometrics, done second medical tests, submitted police certificates)

Thank you very much for your help.

Sponsoring parents and grandparents usually has no benefit to Canada and if anything is a very costly program so it is a low priority program compared to approving things like skilled immigrants or even reuniting spouses and their dependent children. Published estimated processing times were already up to 24 months. Depending on where your application was being processed you may have been affected by shutdowns in Canada but then in other countries like for example the UK. If your case is being processed in South East Asia or requires contacting South East Asia there may be delays. The situation is so fluid it is impossible to predict what will be all the processing barriers in advance. Contacting other departments in Canada could be taking longer because processing things like benefits in this time of need would take precedence over checking to see if applicants have received social assistance in the past. There seems to be a backlog when it comes to verifying medicals, determining if additional tests are needed and determing if someone is medically inadmissible. Perhaps the doctor is now working in a role associated with covid temporarily because there is such a need. When it comes to making contact with other countries they may also be prioritizing covid issues. Although frustrating sponsoring parents with access to healthcare is still a huge privilege that most countries do not offer. I am sure many others who didn’t get selected would be happy to wait knowing they are in the sponsorship process even if it takes longer. Everyone in Canada has experienced delays due to covid and the frustration of not being able to get a firm answer about how long they will need to wait. For example many are waiting for surgery, a procedure/test or even just a specialist appointment. They are also being told they don’t know, it’s a fluid situation and that everyone is trying their best. When you say that there has been no processing on your PGP file. Have you received AOR? Have you received a biometric or medical request?
Hi
I hear what you are saying re covid related delays, sure. The world is experiencing covid related delays. It is frustrating and annoying for everyone.

But, for what my opinion is worth, I think it is inaccurate to say that sponsoring parents and grandparents 'usually has no benefit to Canada'. These sponsored parents and grandparents offer practical and emotional support, family stability, and can be a backbone to their families - the very families that are working in Canada, paying taxes in Canada, contributing to the economy in Canada, and getting Canada towards recovery in a pandemic world.

To leave these Canadian workers without their families at a time when they need them the most in order to perform and contribute to the economy as best they can, is short sighted and narrow focused, in my opinion.

Anyways, not interested getting in to some heavy back and forth here as I don't have time, but these are just my thoughts to challenge this idea that parents / grandparents contribute nothing to Canada.

Parents and grandparents may provide personal benefit to your family but the majority never pay any taxes and use quite a lot of services especially healthcare and many have applied for low income senior programs and housing. Most apply for OAS and if possible GIS right at the 10 year mark. You usually use most healthcare resources in the last few years of your life. Paying your own taxes will go to covering the services you, your spouse and dependent children use. It may not even cover them. Unless you are paying a very large amount of taxes you are unlikely to cover the cost of services and services received by your parents. It is well known that PGP is a compassionate and not an economic program which is why numbers are limited. A large percentage of parents would claim welfare on arrival which is why Canada required that children provide financially (essentially pay back any social assistance received) for 10 years and after a large percentage claimed welfare after 10 years the requirement was moved to 20 years (except Quebec). The one economic benefit of parent/grandparent sponsorship that will benefit is childcare if it allows both parents to work full-time or study full-time to increase your skills.

He was not aware what he singled out. He always comments like political member. Specially he has very good "legally" assumptions. For him I just want to say if you are not sure or something you have NEVER experienced or happened. Pls do not comment like it actually happening. Or at least add a sentence " I guess/ assume". A few members from previous posts have same thoughts with me.

I've received a second medical request in mid-April. However, my parents are in another city and not interested in taking another medical exam due to lots of reasons. I was wondering how to cancel the application? If I cancel the application, will their future visa application be affected? Thanks!

You can spend more time researching but by doing a quick search I was able to find this article. Your mother may have wanted or needed to work but many parents may not be willing to work in Canada, may face barriers like language, may be older or have health issues, may expect for their children to support them financially, may not be willing to work because they are a woman and working out of the home would not be culturally acceptable, etc. The majority of parents being sponsored will never work or pay taxes in Canada. The increasing years of financial responsibility makes sense. At first the government considered that parents/grandparents only needed an adjustment period and sometime during the first 10 years they would have stopped applying for welfare like many refugees. After the financial responsibility was increased to 10 years a large number of parents still were applying for welfare so the years of financial support was raised to 20 years (except Quebec).

Not trying to criticize anyone but it is good for people to understand the history of the PGP program and obstacles that have lead to changes in the program.
