"Which language, English or French, does "Child John James" choose as their primary language for their immigration assessment? If you are only submitting one language test, choose that language. If you are submitting two language tests, choose the one for which you have the highest CLB/NCLC scores".

Note that my son has never taken any language test, he can just communicate both in English and french.

If this is just communication language question, then choose whatever is easier for him. later on (page 3 of the same section), state that he has done no language tests what so ever. that shall close the topic.

Your country embassy has nothing to do with your immigration. You will be sending passports:
A. to the local designated Canadian embassy if you are currently outside Canada (for example embassy in Paris, France; ND in India or such)
B. to the designated office in Canada if you already live there (I have seen Ottawa for sure, but maybe they have more places).

As for the application itself it depends. They just claim their target of 6 months. You can get it sooner or not. All depends on if they need more time to check you.

Applicants from visa-exempt countries

The ‘Passport Request’ letter instructs the applicant on how to send a photocopy of the bio data page of their passport and, if applicable, the bio data page of the passports of their accompanying spouse and dependent children.

The ‘Passport Request’ letter instructs the applicant on how to send their valid passport and, if applicable, the valid passports of their accompanying spouse and dependent children.

Permanent resident visas cannot be affixed to diplomatic, official or military passports.

That instruction are regarding passports for Canada. They do not care if have visa or not to other country. When it comes to that they care only if you staid in other countries legaly (like where you worked or lived).

And better not to trust their timing on the webpage. If you already live in Canada, once you send out your application and recieve AOR, you can use that AOR in order to apply for BOWP.
