If this is just communication language question, then choose whatever is easier for him. later on (page 3 of the same section), state that he has done no language tests what so ever. that shall close the topic.

does anyone know how long it will take to get our passports with visa after CIC approves our application?
do we need to send the passports to our local embassy of Canada, or do we need it to send to Canada?
I am trying to make our timeline, considering that ITA will come in about 2 weeks and CIC stated it will take 50 days to process the application.

Your country embassy has nothing to do with your immigration. You will be sending passports:
A. to the local designated Canadian embassy if you are currently outside Canada (for example embassy in Paris, France; ND in India or such)
B. to the designated office in Canada if you already live there (I have seen Ottawa for sure, but maybe they have more places).

As for the application itself it depends. They just claim their target of 6 months. You can get it sooner or not. All depends on if they need more time to check you.

CIC states that processing time after receiving complete package is 58 days. Not to be trusted??

in the procedures for finalilzing approved applications it is mentioned:

Applicants from visa-exempt countries

The ‘Passport Request’ letter instructs the applicant on how to send a photocopy of the bio data page of their passport and, if applicable, the bio data page of the passports of their accompanying spouse and dependent children.

Applicants from visa-required countries

The ‘Passport Request’ letter instructs the applicant on how to send their valid passport and, if applicable, the valid passports of their accompanying spouse and dependent children.

Permanent resident visas cannot be affixed to diplomatic, official or military passports.

I live in Belgium and it is a visa-exempt country: so I just need to send photocopies of our passports?

can i reply to this program ???
on the cic website in the category of " Educational Credential Assessments – how to read your report "
the say that my diploma has the same points of a bachelor degree ( Express Entry Comprehensive Ranking System (with spouse) 112 points ) .

That instruction are regarding passports for Canada. They do not care if have visa or not to other country. When it comes to that they care only if you staid in other countries legaly (like where you worked or lived).

And better not to trust their timing on the webpage. If you already live in Canada, once you send out your application and recieve AOR, you can use that AOR in order to apply for BOWP.

Quick question about the medical exam, does it apply forapplicant and all his dependents regardless of age? .I was wondering if exam applies for my 1 year baby as well. Same question about police report.

Yes even babys have to go for medicals. But at this age there will be no vision test or blood test or chest ray test. I am not even sure if there will be any urine test there. They will ask for your health documentation for baby and of course for mother. But medical check is must for every dependant regardless of age.

For your 1 year old baby the physician Will Just take his weight, his Heigh and the circonférence of his head. No blood, no urine, no xray. And no need of police certificate for him

As far as police clearance certificate is concerned, only applicants and dependents aged 18 years and above. Your baby will not need one.
