I think i have some good news, here is what i received just now:

" The Government of Ontario is interested in considering you for nomination under its Provincial Nominee Program (PNP) through Express Entry.

If you want Ontario to consider you for nomination under its PNP you must contact Ontario directly after receiving this letter. Note that this letter of interest is not a guarantee that you will be nominated by Ontario. You will first have to satisfy Ontario that you meet the requirements of their program."

is this what everybody is waiting for after JAn 23rd ? what's next , there is no number or anything, they asked me to contact them, what should i say and what will they ask ? any help please would be greatly appreciated !

Will be now going through the application details on OINP website.

Congrat, this is one of most important steps. Do not forget, If you are under French stream your PT NOI is valid only 45 days. But you also have the same time with your One Key account.
So you can make new account there now and prepare all needed documents.

And this also gives others hope, that Ontario is still working with French stream.

You do not need PCC for Ontario. But you will need there other things instead.
Your resume and connections to Ontario for example(which can be a nice motivation letter for them).

That changing of languages might be the issue why your account went invisible for Ontario (it might be, that they only check fresh accounts maybe every 2-3 days. in that case you switched to English when they check for it and returned to French only after your account was too old).
Try to create it again with keeping French as first language. In your case, the difference of points between those 2 shall be small (and I would even say, that you are better off point wise with French).
