I really hope you're right assuming unused quota is indeed carried over. would appreciate any official reference citing the same if exists.

I for one do not believe it so, looking at last year's: they've been allotted 5600 and issued only few hundreds, so not even attained 20% of said quota!

Unused quota cannot be carried over - they have got the maximum number of nominations they could issue each year, not must.

For EE the quota is 2700 and by 1.01.2016 871 ppl got an ITA , some ppl got it after that date , although they had been nominated in 2015.

There is no official reference (unfortunately). Whatever it is, everyone will be happy if people get AORs/Nominations (irrespective of whether it is this year's quota or next year's quota).

well that's even worse that I figured

means that this year's 2700 nominations will be 1900 something remaining from 2015 and only 600 shy of 2016!!! adding to that it is not a must, so what would happen to those who fall outside the "must" umbrella??

Well last year the OINP began in June and was not that stream lined, hence they might have nominated less numbers, only till October, the major applicants are this year.

I'm gonna go out on a limb and say "Extremely Unlikely". Simply not going to happen! People who have got AOR will sooner or later get their nominations.

khoi_ke_hoonxa: Certainly your AOR is sent, may be to a wrong email..IT happened in the past for several applicants
Immediately mail to OINP. They will reply. If not keep mailing them daily.
