The letter would show the date. Or it says "Your file has been forwarded on to ..."

Weird my doesn't have a date on it but it does say it was sent to the visa office:

yes, I agree. in letter it is written that "your file has been sent blah blah blah", so I would also mark the date of the letter as file transfer

EDIT: date is at the top, just under CIC logo and Canadian flag, above UCI.

Thankyou!
My husband lives in Toronto and it took 8 days to arrive by snail mail
(from the date he got SA)
