I called CIC and i didn't get proper answer from them. All they said was wait it would take 3months to 1year to get your test date.
So that means nothing is going on in your app, it is just waiting in the pile of apps. May be you can call again and ask if they see any thing wrong in your app or have any specific notes.

The SOP (standard operating procedure) that CIC call center follows is, they look at the notes if they have technical terms on investigation or any notes. If they have notes they will put you on hold, translate those technical terms into English and let you know. it could be something like this.. suspicion due to travel, additional back ground checks needed etc.

Not sure why you would need to ask for ATIP, you call CIC they will tell you all the notes that are entered in your file. if they are investigating, they will tell you that it is under review and background check in progress.
You trust the Call Centre agent?

Well, they will tell what you ask for after verifying your identity.. so just ask if they see any notes on your file. They will open your file and tell you the electronic notes.. which would include if they need additional info, suspicion on residence etc.

What they will not be able to tell you is, the notes on the physical file and pile it is waiting on in the local office.

what does "OB 407-D triage - residence concerns to be assessed at interview. JEL" mean? 'JEL' at the end has any significance?

This is a notification from when your file was last seen by a CO.
It was decided to keep your file in the RQ queue rather than processing it under the 'Normal' category...
Most application that have been in the RQ queue for a long time are later re-assigned to 'Normal' processing.
Dont know what the criteria for this is.

Good Luck!
