I really don't think you would save any time paying RPRF in advance, given that the request always arrives with Biodata. So even if you pay it in advance, they will probably still ask for it again when they send you the Biodata form since that's the standard email they send out.

What would save you a few days, is taking 2 PR photos as per the specifications on this page: http://www.cic.gc.ca/english/information/applications/guides/5445ETOC.asp#appendixB
So you can mail out your passport with the 2 photos as soon as you get the PPR and don't have to wait.

Yes it is, in fact I used the one you posted online since the one CIC sent me is just a picture.

timelines:
APP RCVD: 26 NOV 2012
AOR: 15 DEC 2012
medical request: 16 OCT 2013
RPRF & BIODATA: 16 OCT 2013
MEDICAL DONE: 23 OCT 2013

Medical done can not be a criteria.
It should be the date when the medical is sent to CIC by Doctor and PPR.

For me medical report was sent to CIC on 9th October and i received PPR on 21st October so around 12 days.
But this is not standard for some people it may even take 4-6 weeks.
Keep checking your ICAS for updates..

You can see that based on the list it takes from a few days to 3 months since CIC received your medical (note that this is neither when you get your MR nor when you get your medical done, since it could take a doctor from a few days to a few weeks to upload the results, depending on which doctor you did your medical with) to you receiving PPR, so it really varies. There did seem to be more faster cases in recent months though, quite a few single digit days comparing to none of single digit days back in April or May.

Again, as I have repeated twice earlier in this thread, the only thing you can do to speed up the process is to take 2 PR photos as per the specifications on this page: http://www.cic.gc.ca/english/information/applications/guides/5445ETOC.asp#appendixB
So you can mail out your passport with the 2 photos as soon as you get the PPR and don't have to wait to take those photos.

For me personally, my ECAS changed to decision made in the morning, then in the evening I got my PPR.

It looks like we got our PPR on the same day. I used Xpresspost to mail everything out the next morning, to the courier address (365 Laurier Avenue West). Currently the tracking says "Out for delivery". I've read posts where people say their status gets stuck at ""Out for delivery"; some said that PO Box address should be used. See below:

Do you mind sharing what courier service you used, where you shipped it to and what your tracking shows right now?

I did not use courier service.
I used Xpresspost and sent to post box with signature required option since it is passport.
It was received next day.

The reason it takes different amounts of times for your medical results to be received by the visa officer is that there is a middle step between when your doctor sends it and when the VO receives it. The doctor sends your medical to the Medical Officer, who then goes over the lab results. The medical officer then decides if your results warrant more tests or not. Once he is satisfied, the results are sent to the VO. This is when you get the Medical Results have been received status on ECAS.

I sent my documents by Xpresspost to the courier address and the status got stuck, like you mentioned. I contacted the courier and requested an inquiry be conducted as to the whereabouts. A few days later, I got a call from CanadaPost and was told that that address is registered for mass-mail delivery (bag of multiple items vs individual). They tried to contact CIC and CPPO, but with no luck.

Since I wasnt aware at the time, I ordered GCMS to confirm. And the documents were indeed delivered and attached, but the status never changed from "out for delivery". So, this shouldnt be a huge concern. They are just having trouble tracking the delivery for these mass-mail delivery clients.
