So my view and point of contention is this. What constitutes as permanent residency from IRCC's perspective? Is it when an applicant get portal 1/PPR, the approval of the application, or when an applicant gets ECOPR? Because technically speaking, they could approve a decision now and time the ECOPR for when their targets reset in January.
Also, and again this may be down to IRCC's arcane wizardry, if we had all applied in 2021/early 2022, you'd think we would be captured in the targets for this year?
TBH from my understanding of corporations and government, these types of targets aren't easy to meet and over the December period it could be like Oprah: "AND YOU GET COPR AND YOU GET COPR AND YOU GET COPR"
