Yes. You will read in these threads that the Alberta government has posted that only those living in the province are being selected for the time being. Even those who are living in the province with scores in the 400s didn’t receive an invitation.

If you are eligible for Express Entry, then yes you are eligible. Whether you get an invitation with that NOC, I don’t know as they don’t post the NOCs they select. Also the province is only selecting inland and I believe there are people with this NOC who live in the province and didn’t get selected with scores in the 400s.
My score is 71 , around 400. Should I apply for it or not.
Further, they have started Foreign Graduate Start-Up Visa Stream. Can I apply for it ?
Nothing stopping you from applying for Express Entry. For the start-up visa if you meet the requirements, have a business plan with financials, stake in an Alberta company or starting new, at least $50,000 for investment and ready to pitch your start-up idea then go for it.
