"Issue

The purpose of this Operational Bulletin is to provide instructions for the direct distribution of Phase II Permanent Resident (PR) cards during the period of the pilot, which is to take effect on April 30, 2012. Citizenship and Immigration Canada (CIC) will begin a Pilot Project to mail the majority of Phase II Permanent Resident Cards (PR cards) directly to applicants. The Pilot Project will be evaluated after one year."

"Issuance of standard 5 year validity card

90% of straightforward PR card applications approved for the issuance of a 5 year validity card will be mailed directly to applicants. The remaining 10%, which will be selected randomly by the CPC system, will be sent to local offices for in-person pick up. Both regular and urgent PR cards will be included in this selection."

Can PR enter Canada with existing card (to be expired on August 10, 2012) after 60 days following the date of issuance of the new card (on March 20, 2012)? Thank you.

I'm not sure I understand your question. Can you please elaborate?
 
Thanx for your reply. The NEW RULe states that "Upon issuance of a new PR card, CPC system will be set to invalidate existing (or old cards) after 60 days following the date of issuance of the new card to ensure only one PR card is valid at a time and
as a fraud deterrence measure."
If the PR is currently outside Canada and does not have the new card (which is issued on March 20, 2012)can one still enter Canada using an existing card (which is to be expired on August 10, 2012)? Thank you

If the PR card was issued in March the new rule doesn't apply so you'll still need to pick up the card -- don't forget to reschedule the appointment if needed!
