If Skill B, than you dont need to worry, you have enough.

other than that, for Skill 0 and A you should have atleast 6 bands in each S L W R...

Mumbai is correct. They won't accept new IELTS results beyond the date of your application so if you have an 0 or A NOC, chances are you will be rejected.

Correction, sorry my application was reached CIO Sydney on 31st Dec and AOR recieved on Feb 18 2013 !!

I have applied under skill 0 and A and my NOC is 0213

But according to CIC website i am eligible. Why did my friend say i am not with my present IELTS score

That is what i think!! according to 2012 CEC language requiremtns i am eligible with my IELTS score
My score was
S 5.5 = CLB= 6
R 7= CLB =9
W 7 =CLB= 9
L 6.5 = CLB= 8
its ok i think. I dont have to take the exam again

I think your okay with that IELTS score if you have applied before Jan 2nd 2012.
IELTS requirements are different in 2012 and 2013.
In 2013 you need a minimum of 6 bank in each of your IELTS score but in 2012 its different

Well it was you who said you were a January 2013 applicant.

The rules changed in January 2013, that's what my comment was based on !

I did download all the forms by end of November 2012 and awaited for PCC and Ref letter from my boss and applied by end of Dec 2012

Sorry for misleading you !! I got confused with this Jan application or Feb application.
Still I dont know where I belong (I mean month), I think countdown starts from the date you receive your AOR ?

No it's the date they receive your application, not the date you receive the AOR. You should be fine!

Not really pre 2012. It just means that you likely provided the correct docs. Chances are your application still needs to be checked for eligibility.
