two times visa rejected now the third time

i had applied for caips on 25 aug but still didnt get any reply from them

got offer letter from lambton college toronto internet programming

will it be good if i apply with out capis suggestion or do i need to wait till i get caips

Hi,

CAIPS note help you in identifying the reasons due to which your visa was rejected.
Unless you have worked upon and improved the reasons of your rejection, it is like resubmitting the same application. Hence if I was in your place I would wait for CAIPS notes, work on resolving the issues as mentioned in notes and then reapply.
