The link to UNHCR Thailand is below. Once your brother is in Thailand, he will need to get in contact with UNHCR and go through the process of being recognized as a refugee.
In terms of sponsoring him, you would go throught he Group of Five program which requires you to find four other Canadians willing to financially support the sponsorship. Your brother will also need to be recognized as a refugee by UNHCR before you can apply. Note that processing times for Group of Five applications are generally around 3 years.
