yes my husband did get an official request.... let me tell you alittle bit about it. my husband got it last year around october, but because my hubby had been in the states we needed an fbi clearance so we had to wait until we got that... as soon as we got that, he went to PGR, where he was told that nothing could be process with out a pre cartilla. so from mexico city my hobby had to go back to chiapas to get the precartilla not knowing that the offices were close until january...anyhow to make my story short when we went back to the PGR they come up with this... and according to how he was told they just decide to start with this new procedure in january.... we had to do so many rounds and when i just thought that everthing was great this comes up....

Yes I received an email from them on Feb.7th stating that we can submit the precartilla with the photo. If you need me to forward thisemail to you (I dont know if this could help you in anyway) I'm happy to do that. Their website is STILL not up to date either. You'd think if they were updating it on Feb.29th that they would also update that the precartilla no longer is acceptable.

This is just awful, I know we all really don't know where to go from here.. have you asked them if anything else will satisfy the requirement? I feel so bad, grice :( I really hope things work out for you, and all of us :(
 
i m really sorry guys....its frustrating for all of us... i m going to contunue to try to get a hold of the canadian embassy... and i pray and hope that i m told something positive i will keep you guys posted ......i also send an email to the PGR today cause yestarday after i saw all your postings i thought that maybe they were wrong. they have not respond it yet

both mc1234 and myself sent them emails tonight as well (PGR) and also I sent one to the Canadian embassy in mexico city so we will definitely keep u posted if we hear a response back. This is terrible news for all of us and it just isn't adding up or making sense :(.

Yes we will let you know what they say.. hopefully we will at least get the same answer at the very least.. If they are really no longer accepting the precartilla, I hope there is atleast another requirement that can take its place.
 
I just spoke to my husband about this and he said the same thing that Grice said. He said that there are a lot of people from Guatemala, Peru and other Central/South American countries that are buying precartilla's on the black market so that they can become Mexican citizens. There are even going as far as learning the Mexican accent in order to accomplish this goal. So it looks like this is the Mexican government's way of cracking down on illegal immigration. How ironic that we are trying to accomplish legal immigration to Canada and we are being affected by this. Life is just not fair sometimes :'(

Without the constancia, I am assuming that there is no way to get PR..?
 
I am going to follow this and contact the PGR again tomorrow.. hopefully there is a resolution before we apply, or else looks like my spouse and I will start looking at what we need to apply inland..

Apparently this constancia is what they use to do the background check and to make sure that the person is who they say they are, I suppose. At this point, this is something that the Canadian Government is going to have to address because if people no longer live in Mexico or moved away from Mexico when they were children, it just isn't feasible to think that someone would serve in the military or register for the military. I am not very familiar with the Canadian government processes but I wonder if this is something that a MP could help us with? This is a policy change that someone is going to need to make, I'm thinking. Thoughts?

Great idea. Who could we get to help with this.. this is a major problem that a lot of us are facing..I am all in. There should be another way to get the constancia now that a lot of people wont be able to do this on there own..

Maybe there is an MP we could talk to about the recent change and about how it will affect our lives, maybe something can be done
 
I am curious, why can people buy precartillas and not cartillas?

it is probably harder to reproduce the the liberacion page that they add to the precartilla to make it a full-blown cartilla; i'm guessing.
