The Embassy (Ottawa) and their consulates do not get the constancia for you. They offer a service to put a "document package" with all the documents needed to get someone in Mexico to get the constancia for you.

At the same time they will give you a similar letter to the official request that you will receive from the Canadian Embassy in Mexico. That means you won't need the canadian letter to get the constancia.

The downside is that the constancia says that the request was made by the Mexican embassy in Canada but we didn't have any problem with that.

My original plan was to send the request in advance and get the constancia in advance but we received the the email from the Canadian embassy around the same time we got the "document package" from the Mexican Embassy so timing was perfect for us. we didn't even wait for the Canadian official letter, we just sent our care package to a friend in Mexico city

HE picked up the cosntancia a week after and delivered to the Canadian Embassy (Immigration section), we had our PPR (passport request) a month after

How did you pay the PGR mexico, whihc form did you use and where to get it?

Our friend got the form SAT-5 (Anyone can buy it in any Mexican "papeleria" is like a small corner store bussines depot and with that form and $130.00 Mexican pesos he payed in any Mexican bank.

You keep one of the duplicates and with the bank seal that is your proof of payment

is Mexico city the only place you can get a PGR issued?
 
We are leaving to go back to Canada on Tuesday - is there anything I should get for the Constancia while we are here? Also, I remember seeing the letter for the Constancia request by the Canadian embassy on here, could someone (if you remember) please point me in the right direction as to what page it is on? I would like to read it.

2) Fingerprints.
3) Proof of address.
4) Letter from Mexico CIC asking for constancia.
5) Photos.
6) Letter of authorisation to get the constancia and pick it up on her behalf.
7) Picture ID

 Mexico Federal Police certificate from the “Procuraduría General de la República” (PGR)

One last question, we are picking up the police record check (state) tomorrow. We are sending it in with our application which will be sent out around April 20th (Just waiting to pass our common-law date to apply.. so by the time they receive it, it would still has one month of validity, making it okay.. Am I understanding that correctly? If not, does anyone know if it is possible to get a family member to go on behalf of my SO to get a police state check for him?

Some states allow it some states don't

We sent ours with one month left and it was OK.
 
Good to know, will double check with our state tomorrow when we go and pick it up and will let everyone know for future reference.

Islenio, can you get a PGR from anywhere in Mexico, or does it have to be from Mexico City?

Just in case anyone in interested, in the state of Quintana Roo, you can get someone to go on behalf of you if you are in Canada to get your state police check.

Then you have to send it to someone in your family with your authorization for them to the the Constancia for you. How does it then get to Canadian embassy? Does our family member send it back to us, or do can they submit it to the Canadian embassy from Mexico City?

They (Friend/relative) can just take it to the embassy, our friend did that the same day he received the constancia.

Please make sure that two witnesses sign the autorization and provideID, the Mexican embassy only asked for one and that almost got us in trouble since the PGR clearly states that you need two witnesses.
