Citizenships that do not require a visitor's visa to enter Canada are exempt from submitting their passport and they only need to send copies of it so that CIC can send them the proper paperwork to land in Canada; those that require a visitor's visa will have a PR visa stamped on their passport so that is why they need to send it in.

Here's a list of those countries that need and don't need a visitor's visa:

you my not need to send your passport (PPR exempted) but you cant't send a full application package without a copy of a valid passport of the sponsored person....

so, you can't even start the whole process without a valid passport... you should try to find other way to sponsor a refugee

Thank you for your answers. I sent my application on may 14th 2012. I was accepted as a sponsor on august 15th. Last week they sent an email to my hubby, telling him to send them a copy of his valid passport. He answered that he hasn’t, and they replied him to give them reasons he is a refugee.
So I’m asking myself if some one can receive his PR without a passport. Is there any other document replacing the passport they can give him to let him enter in caada?

We have been "in process" for 10 weeks now.. seeing those 2 words used to be so great and now I get pissed off when I see them on my ecas..

We've been stuck on Application Received since the end of July. I'd give anything to see In Process. I was really hoping my wife could have landed by Christmas. Now I'm just hoping for Spring.

I was telling myself that this is a big move but if you tell me that it has been 10 weeks that you are IN PROCESS it means that it is finish yet,… 

I think that at this point I'd give my arm to see the words "In Process". :(

I totally know what you mean!! It's just difficult when you keep seeing in process and you wonder what takes them so long. :( I was hoping to land before Christmas as well.. I hope your file is already in process and your ecas just hasn't been updated yet!

Well I think it is a big move because you know they're working on your file now!! That is definitely awesome! I just don't know what takes them so long..

Pigey, I hope you will get "in process" soon or that they're already working on it but haven't updated your ecas yet. I felt the same, but after 10 weeks in process you just wonder what's going on..
 
So after waiting 7months to get SPONSORSHIP APPROVAL it seems like things are finally starting to roll along. Today, via mail I got a letter requesting payment for the permanent resident card. And much to my surprise, ecas has finally changed to "in process".

To wait, wait and wait is the most difficult. Even if you send an email, they won't answer you. I think HOPE is the only thing we have now.
